Vintage U S Military Seabees Philippines Belt Buckle

Offered for sale is this Worn old U.S. Military Seabees Belt buckle. There is a name on the front "L.L.Combs" and a Manufacturer on the back "Cruz Sons" . I do not know how old it is or what it is made of. The US Half Dollar is in the photo to show scale and is not included.
