Hello, you are bidding on a rare antique 19th century Islamic Ottoman Turkish handheld merchant trader balance scales Mancur. Incised lines marking values on the brass plate in Okka /Oka - on one side up to 14, on the other up to 80. A hard to find scales, similar could be seen in the Pera museum in Istanbul.
Condition: original as is on photos,  very good preserved for its early age..
Measures:  11 1/4" x 3 1/4"
